OSHA Lockout/Tagout: What Plant Managers Need to Know

Why lockout/tagout programs exist

Every plant with machinery that stores hazardous energy — electrical, hydraulic, pneumatic, mechanical, thermal — needs a documented way to stop that energy before anyone works on the equipment. OSHA's lockout/tagout standard, 1910.147, covers the servicing and maintenance of machines where the unexpected energization, start-up, or release of stored energy could injure an employee. It applies broadly across manufacturing, food and beverage, automotive, and industrial equipment operations.

What the standard expects, in practice

Rather than dictating a single procedure, the standard asks employers to develop, document, and enforce energy-control procedures specific to their own equipment. In broad strokes, that means: identifying every energy source on a machine, writing a procedure that says how to isolate each one, training authorized and affected employees on that procedure, and periodically inspecting that the procedure is actually being followed in the field — not just filed away in a binder.

Where plants usually fall short

Two patterns show up again and again in enforcement history and internal audits alike. First, procedures that were accurate when written go stale as equipment gets modified, retrofitted, or replaced, and nobody updates the paperwork to match. Second, procedures exist but are generic across similar machines instead of equipment-specific, so a technician following the written steps on the actual asset in front of them finds a step that doesn't apply, or a step that's missing, and works around it — which defeats the entire point of having a controlled procedure in the first place.

The practical takeaway

A lockout/tagout program only functions as a real safety control if the written procedures track two things closely: the equipment as it actually exists on the floor today, and the people who actually have to execute the procedure. Getting either of those out of sync with reality is how a paper-compliant program stops preventing real incidents.
